It is unclear at this point if Dabi can resist TNJ or not. Maybe Shoto will develop his own version of TNJ.

There is no authority, in-universe, that can constitute official government and heroes no longer derive their professional occupation and legitimacy from "democracy". As there is no official source of authority, there cannot be vigilantism, which by definition has to be opposed to an official authority structure. Midoriya is just a hero fighting villains in a lawless state. There is 0.00% vigilantism in this whole situation.
